The first and already promising to become an annual festival “SUGD - CLIMATE - FEST” took place on May 31, 2024 in the city of Buston, Sughd region, as part of the regional project “Climate Change and Sustainability in Central Asia”.

The event was attended by representatives from the State Administration of State Institutions in the Sughd region, as well as officials from cities and districts, institutions focused on urban and district improvement, agricultural farms, construction companies, development partners, scientists, journalists, and environmental activists. In total, more than 150 people participated.

The primary objective of the festival was to enhance understanding and raise awareness at the regional level among decision-makers and key stakeholders regarding climate risks and existing adaptation measures.

As part of the festival, a conference was held, led by Professor Zafar Razykov, a Doctor of Technical Sciences from GMIT. The following speakers addressed the festival participants with welcoming words:

1. Rajabzoda Muhammadjobir, representative of the IOGV in the Sughd region.
2. Professor Mahmadali Bakhtiyor Nabi, Rector of the Mining and Metallurgical Institute of Tajikistan, holding a Doctorate in Economic Sciences.
3. Jamilya Mirsaidova, Head of the UNDP office in Khujand.
4. Saidov Khurshed, Chief Specialist of the Main Department of Environmental Protection in the Sughd region.

It was emphasized that Tajikistan ranks high on the Climate Change Vulnerability Index in Europe and Central Asia, yet it faces challenges in adapting to projected climate change impacts. Despite its minimal contribution to greenhouse gas emissions, the country is highly exposed to climate risks and has relatively low adaptive capacity. Specifically:

• Extreme weather events, changes in precipitation patterns, and intensifying droughts are already affecting Tajikistan.
• These impacts place additional pressure on natural resources, making rural communities more vulnerable.
• While climate change rarely leads to direct security threats, it interacts with existing stressors, including socioeconomic, political, and natural disasters, thereby increasing social risks.
• Environmental degradation poses a hindrance to achieving sustainable development goals.

Thousands of people in Tajikistan are already experiencing the consequences of these changes, including more frequent natural disasters, shifts in growing seasons, altered precipitation patterns, late frosts, heatwaves, and associated crop losses. As the population grows, the demand for natural resources such as water, pastures, and farmland increases, further complicating adaptation efforts and community sustainability.

To address these challenges, the United Nations Development Program is implementing the Regional Project “Climate Change and Sustainable Development in Central Asia.” This project encompasses educational, practical, informational, and research activities.

Additionally, as part of the festival, an exhibition showcased resource-saving goods and services from local trading companies and manufacturers. Visitors had the opportunity to explore technologies related to renewable energy sources, various insulation methods, drip irrigation modules, drought-resistant crop varieties, complex mineral fertilizers, portable soil analysis laboratories, energy-efficient household appliances, lighting equipment, greenhouses, solar panels, and even electric cars.

To promote adaptation to climate change and reduce the risks of natural disasters, the United Nations Development Program (UNDP) is implementing the Regional Project “Climate Change and Sustainable Development in Central Asia.” Within the framework of this project, educational, practical, informational, and research activities are carried out.

As part of the festival, an exhibition featuring resource-saving goods and services from local trading companies and manufacturers was organized and held. The exhibition showcased our own products and services, technologies related to renewable energy sources, various insulation methods, drip irrigation modules, drought-resistant and high-yield crop varieties, complex mineral fertilizers, portable soil analysis laboratories, highly efficient and affordable household appliances, lighting equipment, different types of greenhouses, solar panels, and even electric cars.

During the conference, Candidate of Chemical Sciences Abduvaliev Askar discussed the fundamental concepts of climate change, its causes, and potential consequences. Additionally:

• Director Khomitov Abduvali from the Sughd Regional Meteorological Service prepared a review of climate risks and their impact at the community level in the Tajik part of the Fergana Valley, specifically for the festival.
• Mamadov Ikromjon, Director of the Public Organization “Youth Group for Environmental Protection,” emphasized the importance of raising awareness and enhancing the population’s capacity to integrate adaptation measures related to climate change.
• Assistant Nazarova Makhinakhon from the Department of Ecology spoke about the training of necessary specialists (ecologists) at GMIT.

In the second part of the conference, held in the hall of the scientific council at the Mining and Metallurgical Institute of Tajikistan, the results of the competition for practical projects on adaptation to climate change and rational environmental management were summarized.

A total of 22 applications were submitted to the festival organizing committee, from which a competent jury selected the 10 best. These outstanding projects received prizes from the organizing committee. Among them, the 4 best projects, presented by young scientists and specialists under the age of 35, were recognized as winners of the competition. This prestigious honor was bestowed upon the following individuals:

1. Burkhonzoda Somon (KhSU, named after Academician Bobojon Gafurov)
2. Shodmonova Zebo (Polytechnic Institute of Khujand)
3. Shafiev Aminjon (Technopark, TSUPBP)
4. Pochoev Anushervon (GMIT)

All of these remarkable individuals received valuable prizes in the form of tablets.

Participants and guests highly appreciated the festival, describing it as a successful and beneficial project. They expressed hope that it would become a traditional and annual event. Nurbibi Boboeva, a journalist from the Sogdiyskaya Pravda newspaper, shared her perspective: “By attending an event like today’s, even a person completely unaware of environmental issues can gain necessary knowledge and apply it in practical life. Today’s festival made me contemplate the future of our planet and, most importantly, consider what I personally can do to adapt to climate change.”

Jamilya Mirsaidova, Head of the UNDP office in Khujand, emphasized that UNDP is committed to conducting effective activities aimed at raising public awareness about climate change and promoting adaptation measures. The organization stands ready to support such endeavors.

The festival was organized by the United Nations Development Program (UNDP) with financial support from the European Union. It was held in collaboration with the Executive body of state power in the Sughd region and the Main Department of Environmental Protection of the Sughd region. Partners included the Mining and Metallurgical Institute of Tajikistan, the public organization “Youth Group for Environmental Protection,” and several commercial entities from the region and the republic.

In recent years, wide-scale deployments of LCS have been made in low- and middle-income countries, where they often provide air quality information in regions lacking the more traditional (and more expensive) reference grade monitors. In high-income countries, they supplement existing reference grade monitors with more localized near real-time air quality information – for instance, to monitor fire and smoke or vehicle emissions on busy roads.

“Air quality forecasting involving low-cost sensors is an increasingly important field due to its potential to support widespread monitoring and early warning systems, particularly in areas lacking more traditional monitors. Air quality forecasting is important to support effective decision-making to manage air quality impacts, especially in terms of human health. They are an important additional tool which can be harnessed at the community level to make a real difference in people’s lives,” said Sara Basart, WMO Scientific Officer and one of the report's authors.

The report, Integrating Low-Cost Sensor Systems and Networks to Enhance Air Quality Applications, was produced by WMO’s Global Atmosphere Watch network in collaboration with the UN Environment Programme (UNEP), International Global Atmospheric Chemistry project (IGAC) and international experts on technical and application areas. It was released to coincide with the WMO Executive Council meeting, which has a focus on transforming science and practical services for society.

“Life begins and is sustained with breath, but too many around the world are suffering health problems and death due to breathing dirty air. Data-driven policy action towards combating air pollution is critical for efforts to improve global air quality – the more tools we have to support this, the greater our chances of recreating healthy environments for all life on earth,” said Richard Munang, Head of Global Environment Monitoring Systems and Early Warning for Environment Unit at UNEP.

“We had more than 30 contributors from many different countries. We were able to get a broad spectrum of different opinions and experiences worldwide and synthesise them into a report which really summarises the best practises for air quality applications from many different experiences around the world.” said Carl Malings, lead coordinating author of the report.

The effects of air pollution lead to an estimated 7 million deaths every year, according to WHO. Mounting evidence links ambient and household air pollution to various health outcomes like non-communicable diseases including respiratory, cardiovascular and pulmonary diseases, cancer, low birth weight, diabetes, cognitive impairment and mental health impacts.

The agreement aims to deepen collaboration in ecological education and introduce innovative approaches to nature conservation and scientific research. One of the key initiatives is the establishment of a branch of the Ecology Department based on YGPE, facilitating the integration of theory and practice in this field.

The agreement emphasizes the common goal of both parties - to promote environmental awareness and climate change adaptation, and the joint efforts of YGPE and Mining – metallurgical Institute of Tajikistan will be an important step towards achieving these goals, laying the foundation for further success in protecting the natural heritage of the Republic of Tajikistan.

The event empowered young professionals, especially women, to manage water security trade-offs through a systemic and cross-sectoral approach. The interactive sessions and expert insights were invaluable, helping us develop a future-oriented vision for managing water, energy, and food resources. Engaging with experts and fellow young professionals from different countries was both important and informative.

YGPE (Youth Group for Environmental Protection) has been diligently working over the past year to conserve water resources, with a strong focus on involving young people in these critical processes. We firmly believe that young professionals can bring fresh ideas and innovative approaches that will contribute to sustainable water management in the future. Participating in events like this workshop not only expands our knowledge but also strengthens our connections, inspiring further action toward water and environmental sustainability.

Ежегодно 5 июня во всем мире, в том числе и в нашей стране, отмечается Всемирный день окружающей среды. За время своей Государственной независимости Таджикистан удостоился признания на международной арене как активный инициатор и лидер в решении глобальных вопросов, связанных с рациональным и эффективным использованием водных ресурсов, решением актуальных экологических проблем.

Объявление Международного десятилетия действий «Вода для устойчивого развития», 2018-2028 годы, поддержка пятой инициативы Таджикистана по объявлению 2025 года – «Международным годом защиты ледников» и 21 марта – «Всемирным днем защиты ледников» Организацией Объединённых Наций в современном мире приобрело особое значение, а также продемонстрировало растущую роль Правительства нашей страны в решении экологических проблем на глобальном уровне.

Ещё с древних времён в Согде вопросы, связанные с благоустройством и озеленением, повышением правовой и экологической грамотности населения, предотвращением любых действий, наносящих ущерб природе, контролировались сообществом проведением регулярных массовых народных мероприятий и в настоящее время они решаются и регулируются благодаря тесному взаимодействию и плодотворному сотрудничеству органов государственной власти с общественными, международными донорскими коммерческими структурами и сообществом граждан.

В настоящее время сотрудники Главного управления охраны окружающей среды в Согдийской области вносят весомый вклад в обеспечение оздоровления окружающей среды.

Какими достижениями втречают свой профессиональный праздник специалисты органов охраны окружающей среды области? На этот и другие вопросы, связанные с деятельностью работников этой сферы, в беседе с главным редактором газеты «Согдийская правда» Закировым И.Х. ответил начальник Главного управления охраны окружающей среды в Согдийской области Холзода Сухроб Хол.

- В ежегодном Послании Основателя мира и национального единства – Лидера нации, Президента Республики Таджикистан уважаемого Эмомали Рахмона были подробно проанализированы и изложены все важнейшие направления политической, экономической, социальной и культурной сфер жизни общества. Вместе с этим, Глава государства также высказал свое мнение и в отношении обеспечения экологической безопасности населения, уделив особое внимание мерам, связанным с охраной окружающей среды, в том числе озеленением городов и районов страны. Чем для вас является данное Послание Лидера нации?

Нынешнее Послание Основателя мира и национального единтсва – Лидера нации, Президента Республики Таджикистан уважаемого Эмомали Рахмона является для всех работников Главного управления охраны окружающей среды в Согдийской области и его подразделений в городах и районах программой действий на ближайщие годы, нашим путеводителем в вопросах охраны окружающей среды и решении актуальных экологиченских вопросов.


В настоящее время во всём мире принятие мер, связанных с охраной окружающей среды, считается одним из наиболее серьезных вопросов. Рост населения Земли, глобальное потепление и его негативные последствия, ухудшение окружающей среды обитания человека, проблемы с обеспечением продоволсьтвенной безопасности стран и обеспечения населения качественной питьевой водой становятся актуальными проблемами во многих странах и регионах мира. Задачи по улучшению состояния окружающей среды и предотвращение её дальнейшего разрушения за счет сокращения выбросов парниковых газов, увеличения озеленения, рационального использования природных ресурсов в целях их сохранения и улучшению экологической ситуации в стране, а также создания более благоприятных условий жизни населения, побуждают нас при решении этих задач выбирать наиболее верные способы и эффективные средства.

Лидер нации, Президент Республики Таджикистан уважаемый Эмомали Рахмон в своем ежегодном послании, наряду с важными социально – экономическими, внутри и внешне политическими вопросами, особое внимание уделил вопросу озеленения городов и районов страны, принятию необходимых мер по улучшению экологических и социальных стандартов при разработке проектов строительства, реконструкции и эксплуатации дорог с целью их адаптации принципам «зеленой экономики», а также была отмечена важность озеленения территорий, прилегающих к автомобильным дорогам международного, республиканского и местного значения.

Следует отметить, что, принимая во внимание изменение климата и в целях улучшения экологической ситуации в стране, а также обеспечения наилучших и наиболее благоприятных условий для жизни населения, Правительству страны, Комитету по охране окружающей среды и другим структурам было поручено разработать конкретную государственную программу по озеленению страны на период до 2040 года и принять меры по её реализации.

Также в целях производства «зеленой энергии», развития «зеленой экономики» и сокращения выбросов парниковых газов была подчёркнута необходимость реализации дополнительных мер в направлении государственных инвестиций и цифровизации охраны окружающей среды.

Органами охраны окружающей среды и другими соответствующими структурами принимаются необходимые меры для практической реализации поручений Главы государства и думаю, что после принятия новой конкретной государственной программы по озеленению страны до 2040 года мы вместе приложим все усилия для её полной и качественной реализации.

В настоящее время для достойной встречи 35-летия государственной независимости Республики Таджикистан на территории страны расширенно ведутся работы по строительству и благоустройству регионов. В нашей области, в связи с подготовкой к этому значимому национальному празднику, реализуется ряд благородных инициатив, в основном связанные с поддержанием чистоты и порядка окружающей среды, улучшением экологического состояния, повышением экологического образования населения, благоустройством городов и районов, о чём свидетельствуют уже принятые меры исполнительным органом государственной власти области по строительству различных, в том числе культурно-исторического значения объектов, а также масштабы проводимых работ по благоустройству региона.

Необходимо отметить, что в рамках реализации «Национальной программы Республики Таджикистан «Зеленая страна» на 2023 - 2027 годы» и исполнения Постановления Председателя области от 22 ноября 2023 года за № 363 «О создании областного штаба и утверждении плана по посадке саженцев, озеленению и улучшению окружающей среды в городах и районах Согдийской области на 2023 - 2024 годы» в ходе кампании по озеленению осенне - зимнего периода 2023 года и зимне - весеннего периода 2024 года, в городах и районах области до 20 апреля текущего года посажено более 564260 саженцев, из которых 250980 - это саженцы хвойных и декоративных видов деревьев, а также 313280 - саженцев плодовых деревьев. Кроме того, по поступившим с смест данным, посажено 712849 сезонных однолетних цветов, 256057 луковиц тюльпанов и 350280 черенков в основном тополя, посевная площадь газонов составила 10940 квадратных метров, восстановление старых садов произведено на 119,7 га и новые сады заложены на площади в 390,6 га. В результате план по посадке саженцев осенне - зимнего периода 2023 года и зимне - весеннего периода 2024 года по Согдийской области выполнен на 138,4 процента (запланированно – 407600, посажено – 564260 саженцев).

Озеленение окружающей среды, прежде всего, помогает защитить атмосферный воздух от природной пыли. Следует помнить и о том, что листья растений и деревьев выполняют функцию по поглощению газов пыли и выработке кислорода. В связи с этим при благоустройстве и озеленении территорий следует учитывать подбор подходящих видов деревьев и многолетних трав, которые имеют большое значение для оздоровления окружающей среды.

Глобальные экологические проблемы для каждого региона имеют свою специфику и проявления. Конечно, потепление климата, выбросы парниковых газов, дыры в озоновом слое, таяние ледников, нехватка питьевой и поливной воды, сокращение некоторых видов растений и животных, эрозия почв, высыхание Аральского моря и ряд других важных экологических факторов - это вопросы, решение которых волнуют не только экологов, но и не оставляют в стороне всех неравнодушных людей на планете.

Внимание Правительства страны в первую очередь направленно на изменение климата и обеспечение населения питьевой водой, таяние ледников, достижение достижения «зеленой экономики», строительство малоотходных предприятий, увеличение площади лесов Таджикистана, посадку саженцев в парках и городах, так как улучшение и смягчение качества воздуха зависит от количества деревьев.

Еще одной важной экологической проблемой Таджикистана является загрязнение атмосферного воздуха. В настоящее время мы находимся на 134-м месте в мире по его загрязнению. На мой взгляд, нам следует создавать больше малоотходных предприятий и перенести строительство промышленных предприятий за пределы города. Некоторые предприятия, расположенные в черте города, в зависимости от их деятельности нуждаются в обновлении и с учетом новых требований снижении уровня отходов в окружающую среду.

Кроме того, возникли ряд экологических проблем, которые уже приобрели глобальный характер в некоторых странах мира и для того чтобы они не достигли такого уровня в нашей республике, Правительство страны уделяет им особое внимание. В этом ряду можно отметить такие экологические проблемы как обращение с отходами, особенно это касается пластиковых отходов, воспитание и повышение экологического образования населения.

В дальнейшем специалисты Главного управления охраны окружающей среды во взаимодействии с другими ответственными структурами в соответствии с профессиональными обязанностями направят свою деятельность для выполнения решений Правительства страны, Комитета охраны окружающей среды при Правительстве Республики Таджикистан, исполнительного органа государственной власти Согдийской области, а также усилят государственный контроль за соблюдением требований законодательства республики в сфере охраны окружающей среды, уделяя при этом особое внимание решению важных экологических вопросов.

- В современном мире вопрос охраны окружающей среды считается одним из важнейших и требующих внимания и принятия решений, что в свою очередь является важным для создания нормальных условий жизни будущих поколений человечества.

Таяние ледников это один из основных индикаторов влияния изменения климата на водные ресурсы и как подчёркивают специалисты с экспертами, проявляется в тесной взаимосвязи климата, окружающей среды, здоровья человека и устойчивого развития. При этом в основе снижения экологической устойчивости высокогорья является эффект глобального потепления. Одним из негативных результатов этого процесса, что уже ощущается, является сокращение водных источников, в том числе сокращение воды в реках и озерах. Негативные последствия этих факторов влияют не только на окружающую среду, но и на уровень экономического и социального развития стран. Эксперты прогнозируют, что к 2050 году 30 процентов населения мира не смогут удовлетворить свои потребности в воде. Ресурсы питьевой воды в нашем регионе, источником которых в основном являются ледники и снежные запасы, сокращаются. В настоящее время из-за изменения климата и повышения температуры воздуха в Таджикистане площадь ледников стремительно сокращается. Хотя учёные и утверждают, что таяние ледников это естественный природный процесс, сложившаяся ситуация требует мониторинга и серьезного подхода. Из-за потепления климата за последнее десятилетие растаяло более тысячи ледников Таджикистана, что вызвало беспрецедентный рост количества стихийных бедствий.

Стоит отметить, что 60 процентов воды в Центральной Азии берет свое начало из ледников и снежных запасов Таджикистана. В связи с этим необходимо проводить комплексные исследования и мониторинг, чтобы точно оценить влияние изменения климата на состояние ледников региона. Эти и другие вопросы невозможно решить без помощи международного сообщества.

Поэтому 14 декабря 2022 года на 77-й сессии Ассамблеи ООН была поддержена инициатива Основателя мира и национального единства – Лидера нации, Президента Республики Таджикистан уважаемого Эмомали Рахмона по охране ледников и принята специальная резолюция об объявлении 2025 года «Международным годом защиты ледников» и 21 марта «Всемирным днём ледников». Согласно этой резолюции, создан международный специальный фонд по охране ледников и в следующем году в городе Душанбе запланированно проведение конференции ООН высокого уровня, посвящённой этой теме.

За всю историю наблюдения за температурой поверхности Земли последнее десятилетие стало самым жарким в мире и такого рода изменение климата оказывает свое негативное влияние на человечество нанося ущерб социальным, экономическим и экологическим процессам.

Наиболее эффективным способом снижения воздействия изменения климата является развитие «зеленой экономики», включающей использование возобновляемых источников энергии, то есть «зеленой энергетики». С этой целью была принята «Стратегия развития «зеленой экономики» в Республике Таджикистан на 2023 – 2037 годы».

Таджикистан обладает большим гидроэнергетическим потенциалом, который в настоящее время используется только на 6%. Мы уверены, что в будущем, следуя указаниям и поручениям Лидера нации, Президента Республики Таджикистан Эмомали Рахмона, этот потенциал будет максимально увеличен и в этом контексте, согласно международным стандартам, выбросы парниковых газов будут сокращены до предела к 2037 году. То есть Таджикистан как одна из ведущих стран мира по направлению развития «зеленой экономики» до 2037 года фактически станет «зеленой страной».

Взаимоотношения человека и природы с древних времен находились в центре внимания мыслителей, учёных и в связи с этим важным вопросом, их высказывания, идеи и мнения, достойные внимания отразились в древних письменных источниках. С течением времени проблема гармонии человека с природой приобретала все более серьёзное значение и привлекала исследователей и учёных. Также время от времени возрастал интерес человека к окружающей среде и природным ресурсам, а его отношение к природе становилось все шире.

В нашем мире, где взаимоотношения человека и природы усложнились, овладевание экологической информацей очень важно для каждого человека. Отсутствие экологических знаний приводит к трагедиям и лишениям, портит природу края.

Экологическое воспитание и образование – это деятельность, связанная с формированием экологической культуры, бережного отношения к окружающей среде и предоставлением экологических знаний.

Необходимость экологических знаний в наше время считается одним из важных направлений в обучении и образовании. Потому что деятельность по осуществлению экологического образования населения и бережного отношения к окружающей среде является залогом будующего здорового образа жизни человека.

Для устойчивого развития общества, регулирования взаимоотношений между природопользователями и самой природой, вопрос экологического воспитания и образования населения являясь одним из основных направлений, в целях обеспечения экологической безопасности и создания надёжной основы для благоприятных условий жизни населения Правительством Республики Таджикистан была принята «Государственная комплексная программа развития воспитания и экологического образования населения Республики Таджикистан на 2021-2025 годы». Реализация данной государственной программы является одним из приоритетных направлений в деятельности Главного управления охраны окружающей среды в области и в течение последних трёх лет во взаимодействии с другими структурами, учреждениями и организациями, которые задействованны в реализации плана мероприятий проделана значительная работа.

Следует отметить, что согласно требованиям плана мероприятий, утвержденного постановлением Председателя области, главным управлением в направлении регулярного экологического воспитания и просвещения, принимаются необходимые меры по информированию населения через средства массовой информации.

В целях повышения экологической грамотности молодежи главное управление ведёт плодотворное сотрудничество с общественной организацией «Молодежная группа по защите окружающей среды» и Центром дополнительного образования области.

Следует подчеркнуть, что в реализации плана мероприятий данной программы и в целом мероприятий по улучшению окружающей среды, развития воспитания и повышения экологического образования населения основным и постоянным партнером главного управления является общественная организация «Молодежная группа по охране окружающей среды». В результате тесного сотрудничества проведены и проводятся масштабные экологические мероприятия, а некоторые из них в впервые в масштабе региона и республики.

Возрос масштаб участия образовательных учреждений в организации движения «Зеленые патрули» и в настоящее время такие команды действуют в 11-и общеобразовательных школах городов и районов области. Помимо экологических акций, с участием «Зеленых патрулей» за последние два года проводились различные конкурсы, эковикторины, фестиваль «Любители природы», экологический лагерь «Наш зеленый дом», а в прошлом году «Первый молодежный форум бассейна реки Сырдарья» и поездка активистов движения «Зеленые патрули» из города Истиклол и Б.Гафуровского района в город Янгиабад Республики Узбекистан для участия в выездном экологическом лагере.

Наряду с вышеперечисленными мероприятиями были организованы дополнительные экологические уроки на уровне преподавателей по экологии 10 общеобразовательных школ этого города и района, а также с целью повышения экологических знаний при сотрудничестве с общественной организацией разработано пособие по дополнительному экологическому образованию.

Стоит отметить, что в рамках реализации Государственной программы с участием студентов образовательных учреждений и молодежи ежегодно проводится ряд встреч и информационных мероприятий, которые вносят существенный вклад в воспитание и повышение экологического образования населения.

Ну и разумеется, в целях повышения уровня профессиональных знаний и экологического образования самих работников, особенно молодых специалистов органов охраны окружающей среды, согласно плану работ каждые полгода проводятся обучающие семинары и политические часы, в том числе с участием представителей исполнительнго комитета Народно-демократической партии Таджикистана в области и городе Худжанде, Управления Агентства государственного финансового контроля и борьбы с коррупцией Республики Таджикистан по Согдийской области и других правоохранительных органов.

В целях информирования населения о проведённых мероприятиях, помимо размещения информации на сайте, постоянно активна и страница главного управления в социальной сети «Фейсбук».

Мы и в будущем в своей деятельности, также будем придавать большое значение вопросам предотвращения случаев нарушения требований действующего законодательства в сфере охраны окружающей среды и повышению экологического образования населения.

Особо хочу подчеркнуть, что в решении этих вопросов с нами тесно сотрудничают представители средств массовой информации, внося свой очень значительный вклад в это важное дело.

Подводя итог этой темы, хотелось бы отметить, что все мы являемся частью нашей окружающей среды, нормальное состояние которой считается важнейшим показателем устойчивого развития различных стран и защиты здоровья всего населения. Защита окружающей среды на данном этапе развития человечества является одной из главных задач мирового сообщества. Будучи одним из главных загрязнителей природы, человечество должно принять максимальный меры для решения глобальных экологических проблем.

Мудрая и сознательная деятельность человека должна обладать способностью ограничивать корыстные желания, опираться в своих мыслях на источник знаний, воздерживаться от эмоциональных действий. С этой точки зрения будущие поколения человечества должны быть экологически просвещёнными.

Не следует забывать, что экологическое образование является важнейшим фактором достойной, мирной и продуктивной жизни людей.

Чем больше общество будет экологически образованным, тем более успешным и счастливым оно будет.

- Всемирный день окружающей среды был учрежден Генеральной Ассамблеей ООН в 1972 году и ежегодно отмечается 5 июня в большинстве стран мира.

В Республике Таджикистан Всемирный день окружающей среды отмечается с 1988 года, а как государственный праздник – Международный день окружающей среды с 2008 года, при этом особое значение придается решению экологических вопросов.

Для глобального празднования этой важной экологической даты каждый год обычно выбирается актуальная на данный момент тема и для 2024 года выбрана тема: «Восстановление земель, борьба с опустыниванием и устойчивость к засухе». Этот лозунг напоминает нам о том, что проблема деградации земель возникает во всем мире и представляет угрозу для каждого из нас.

Стоит подчеркнуть, что ежегодно в разных странах, в том числе и в нашей независимой республике, проводятся официальные мероприятия, посвященные Международному дню окружающей среды, что способствует вовлечению широких слоев общества к решению актуальных экологических проблем.

В этот радостный момент искренне поздравляю всех граждан, особенно сотрудников и специалистов органов охраны окружающей среды, всех любителей природы, вносящих свой вклад в оздоровление окружающей среды с Международным днем окружающей среды и желаю им здоровья, счастья, всех благ и успехов во всех начинаниях.

Пользуясь случаем, хочу также поздравить ваше известное и популярное издание с юбилеем. В этом году областная газета «Согдийская правда» отмечает своё славное 90-летие. Мы знаем, что со дня своего создания и по настоящее время ваша газета является одним из изданий, постоянно отражающим жизнь, поднимающая и важные проблемы общества, рассказывающая о путях и опыте их решения. Отрадно, что экологическая тематика является одной из приоритетных в вашем издании. Согдийская правда, безусловно, вносит ценный вклад в развитие и процветание нашего региона. Также мы знаем, что газета дала путевку в жизнь многим ставшим теперь известными журналистам и писателям, чьи публикации и произведения стали достоянием журналистики и писательского дела страны.

С добрыми намерениями в этом юбилейном для издания году мы всем коллективом Главного управления охраны окружающей среды в Согдийской области еще раз искренне поздравляем всех, кто сегодня трудится над подготовкой и изданием номеров областной газеты «Согдийская правда», желаем им в первую очередь здоровья, верности перу, огромного вдохновения и неутомимого творчества в работе.

Завершился очередной этап информационного компонента регионального проекта «Изменение климата и устойчивое развитие в Центральной Азии», реализуемого со стороны ПРООН. В его рамках в городе Бустон состоялся Первый фестиваль «Сугд-Климат-Фест», в целевых городах: Исфара, Канибадам, Худжанд, Бустон, Гулистон и в районах Бабаджан Гафуровский, Джаббор Расуловский, Спитаменский, Аштский, Мастчинский и в районе Деваштич были проведены встречи с представителями сообществ.

В этих информационных кампаниях в общей сложности приняло участие более 600 жителей: председатели махаллинских комитетов, активисты, учителя, медицинские работники, домохозяйки, руководители и представители фермерских хозяйств, малых частных предприятий, лица разных возрастов и сословий.

По мнению многих участников мероприятий информационные встречи прошли на высоком организационном и содержательном уровне. Это стало возможным прежде всего, благодаря поддержке Исполнительного органа государственной власти Согдийской области и непосредственно Председателя области Раджаббоя Ахмадзода. Консультант ПРООН выражает слова искренней благодарности уважаемому Председателю за проявленное внимание, интерес и оказанное содействие в реализации задач проекта.

На фестивале и во время встреч подчёркивалось, что Таджикистан занимает одно из первых мест в Индексе уязвимости к изменению климата в Европе и Центральной Азии и в наименьшей степени способен адаптироваться к прогнозируемым последствиям изменения климата, хотя его доля в выбросах парниковых газов очень мала. Страна занимает 109 место в мире по выбросам парниковых газов и 129 место по выбросам вредных газов на душу населения, однако он сильно подвержен рискам изменения климата в силу своего географического положения, горного рельефа и поэтому есть острая необходимость говорить и предпринимать меры по адаптации к изменению климата.

Основатель мира и национального единства – Лидер нации, Президент Республики Таджикистан уважаемый Эмомали Рахмон, во время своих выступлений с высоких международных трибун неоднократно обращал внимание мирового сообщества на проблемы изменения климата, водных ресурсов и необходимости сохранения ледников. По его предложениям были приняты четыре водные инициативы, а 2025 год со стороны ООН объявлен годом сохранения ледников. Очередная инициатива также важна для Таджикистана. Именно здесь формируется около 60% водных ресурсов всей Центральной Азии. В последние годы, однако наблюдается резкое таяние ледников. К 2000 году, в республике насчитывалось более 14000 ледников с площадью около 8% общей территории страны. Но, как результат влияния изменения климата, более тысячи из них уже полностью растаяли, а объем массы ледников сократился почти на треть. Другим очевидным фактором изменение климата является возросшее количество стихийных и метеорологических явлений. Сели, наводнения, засуха, оползни и лавины приводят к человеческим жертвам, наносят огромный ущерб экономике и окружающей среде Таджикистана.

На встречах слушателям предоставлялась информация об основных понятиях изменение климата, причин его возникновения и последствий, к которым оно может привести. На эту темы были подготовлены и продемонстрированы специальные видеоролики. Они вызвали широкий интерес у аудитории и после их просмотров были организованы обсуждения.

Специально приглашенные эксперты из Главного управления охраны окружающей среды, Управления КЧС и ГО области, Главного управления сельского хозяйства области, Управления инвестиции и государственного имущества, отраслевые ученые говорили об адаптационных мерах к изменению климата и обеспечения устойчивого развития общества.

Отдельный блок на встречах был посвящен необходимости повышения осведомленности населения в вопросах изменения климата и мерах по адаптации к нему. Подчеркивалась важность приобретения и умения эффективно использовать информацию, успешные практики, опыт, современные технологии при принятии решений связанных с практической интеграцией адаптационных мер.

Участники, положительно оценив результаты встреч выразили заинтересованность в необходимости и в дальнейшем организации и проведении информационных кампаний, использовании различных форм и методов разъяснительно-образовательной работы с вовлечением в нее широких кругов общественности, молодежи и детей школьного и дошкольного возраста.

Консультант признателен заместителю Председателя области Анвару Яъкуби, который курировал ход выполнения информационного компонента проекта со стороны ИОВГ области, Шарифджону Ахмедову – начальнику оказал Управление инвестицией и государственного имущества области за организационное и координационное содействие. Во всех встречах принял участие и выступил с аналитическими презентациями о важности адаптации к изменению климата и мерах, предпринимаемых Правительством страны и ИОВГ Согдийской области в этом направлении, заместитель начальника данного управления Мухаммадджобир Раджабзода.

Важно отметить, что во всех городах и районах местные исполнительные органы государственной власти оказали консультанту необходимую помощь по организации аудитории, приглашению участников встречи, предоставлению помещений и решению других вопросов для проведения встреч. В большинстве городов и районах во встречах консультанта с представителями общественности приняли участие заместители глав городов и районов. В отдельных городах и районах их главы сами непосредственно встретились с консультантом.

Консультант считает необходимым поблагодарить партнеров и отраслевых экспертов, оказавших непосредственное содействие в подготовке и проведении фестиваля и встреч: ректора ГМИТ доктора экономических наук, профессора Махмадали Бахтиёр Наби, начальника Главного управления охраны окружающей среды Согдийской области Холзода Сухроб Хол, доктора технических наук, профессора ГМИТ З.А. Хамитова, кандидата технических наук, заведующего кафедрой экологии ГМИТ Д.Д. Ходжибаева, главного редактора областной газеты «Согдийская Правда» И.Х. Закирова.

Весомый вклад в успешную реализацию информационного компонента проекта внесли сотрудники ОО «Молодежная Группа по Защите Окружающей Среды», оказавшие техническую поддержку.

Participants from 11 cities and districts of the Sughd region and 2 cities of Uzbekistan strengthened the friendship between the Green Patrols of the two countries and were charged with the power of nature. The program included a hike to a local waterfall and Snake Lake, master classes on the correct construction of tents and behavior during a hike from an experienced guide, and the creation of models of a river basin, which united the guys, because they live in the Syr Darya river basin area, and of course the guys showed their knowledge on the environment and ecology in the intellectual game.

This regional project was held within the framework of the upcoming second Youth Forum of the Syr Darya River, which will be held in early autumn and will bring together even more members of the Green Patrols.

From August 2 to 9, 2024, the 11th educational and environmental camp “Our Green House 2024” is being held at the international camp “Shohin” with the participation of more than 50 members of the youth initiative group “Green Patrols,” who came from Dushanbe, Bokhtar, Rasht, and 12 cities and districts of the Sughd region.

According to the camp program, early on August 6, armed with energy and enthusiasm, the Green Patrols set off on an educational excursion.

Our excursion began with a visit to the Hydrometeorological Center of Sughd, located in Guliston, where the head of the center, Khamitov A., introduced the young ecologists to the work of the Hydrometeorological Center. Green Patrols watched with interest the station’s work process, the weather forecasting system, and the methods of using the latest equipment, which accurately measures atmospheric humidity and temperature, wind direction and speed, as well as equipment for measuring the level and volume of water in open sources.

Next, our young ecologists were warmly welcomed by professors and teachers of the Mining - metallurgical Institute of Tajikistan, who not only talked about the institute’s activities but also showed their laboratories for environmental chemistry, atmospheric and hydrosphere monitoring, as well as the water analytical laboratory. The students also visited the mineralogical cabinet with samples of minerals and rocks from all over Tajikistan and Central Asia, got acquainted with the Confucius Institute located at MMIT, the history of the institute, and other classrooms where they could imagine their future student lives. Unexpectedly, there was even a chance: Chinese language teachers conducted a small master class on calligraphy and other arts of the Chinese people.

One of the groups of “Green Patrols” also managed to visit the decentralized wastewater treatment system of the local kindergarten in the village of Safedteppa, Spitamen district. They got acquainted with the methods and processes of wastewater treatment, such as biological, aerobic, and anaerobic treatment, and subsequently with the infiltration of treated wastewater.

And at the end of the excursion, they visited the sanitary zone for water preparation for supply to the network of the village of Safedteppa. There, the students got acquainted with the water supply system and saw the water supply sources and wells. They thoroughly examined the water reservoirs with a total volume of 1000 m2, the operator’s room, and the chlorination room, and had an active discussion with the director of the water supply organization.

The excursion not only broadened the participants’ horizons but also sowed the seeds of interest in professions related to environmental protection and water resource management. This is an important step towards forming a new generation of responsible citizens ready to actively participate in the preservation of nature and the sustainable development of their region.

This excursion took place within the framework of the 11th environmental summer camp, “Our Green House 2024,” which is held with the support of the Hukumat of Sughd region, Main department of environmental protection in Sughd, and development partners: ISW, OSCE, IWPR, and Arvand Bank.

Last week we held a beach clean-up event, during which our "Green Patrols" collected plastic bottles, bags, glass, metal cans and other waste left by vacationers. The guys also walked with posters calling for a careful attitude towards nature. Some vacationers, having seen our work, thanked the participants and assured that they always clean up after themselves. Our partners from TTL, who have supported our efforts to improve the environment more than once, also joined the event.

Although summer is coming to an end, it is still hot outside, and the beaches remain crowded with people trying to escape the heat and stuffiness. Dear vacationers, be responsible for the cleanliness of our beaches - clean up after yourself and keep nature clean for everyone! The conference was very rich and inspiring: the results of COP27 and COP28 were discussed, LCOY and the process of preparing the National Youth Statement were introduced, and issues of climate change, climate finance and water management were delved into.

The main outcome of the conference was the joint creation of proposals on climate change adaptation, climate education and water management. In the end, we developed a National Youth Statement reflecting the ideas and steps that young people are ready to take to protect our future. It was incredibly useful and inspiring to work with like-minded people!

Tajikistan ranks among the top countries in the Climate Change Vulnerability Index in Europe and Central Asia and is least able to adapt to the projected impacts of climate change, although its share in greenhouse gas emissions is very small. The country ranks 109th in the world in greenhouse gas emissions and 129th in harmful gas emissions per capita, but it is highly susceptible to climate change risks due to its geographical location, mountainous terrain and has a relatively low capacity for adaptation, as it has a difficult socio-economic situation.

In order to promote adaptation to climate change and disaster risk reduction, UNDP is implementing a regional project "Climate Change and Sustainable Development in Central Asia", which is funded by the European Union. Within the framework of this project, comprehensive activities are carried out, including educational, practical, informational and research, which promote adaptation to climate change at the community and local government level in the countries of Central Asia.

Since February 2024, the project has been conducting an information campaign aimed at raising awareness of climate change risks among decision makers and key stakeholders. In addition, a study was conducted to assess the level of public awareness before and after information meetings in the cities and districts of the Tajik part of the Fergana Valley. According to the results of the study, the average increase in the level of awareness of meeting participants, based on pre-post tests that covered more than 590 residents of eleven target cities and districts of the Sughd region, ranged from 15% to 35%.

The final event of the information campaign was an information workshop, which was held on September 13, 2024 in the conference hall of the Executive Body of State Authority of the Sughd Region. The event was attended by officials of the Executive Authority of the State Authority of the Sughd Region, deputy chairmen of cities and districts of the region, representatives of the Main Department of Environmental Protection and its subordinate departments, as well as the Office of the Committee for Emergency Situations and Civil Defense and its departments in the cities and districts of the region, development partners and other stakeholders.

The event is held to increase understanding and awareness among decision makers and key stakeholders on climate risks and existing measures to adapt to them.

The event will present the results of the information campaign, the results of the study of the level of awareness of the population of target cities and districts as part of the information campaign, an exchange of knowledge on the risks of climate change and adaptation measures, on forecasts of the impact of climate change, the importance of information and on vulnerable categories of the population in the Tajik part of the Fergana Valley.

The Eurasian Cleanliness Cup was held in Istiqlol with the participation of students from 6 schools of the city, who united into 25 teams. In total, more than 150 schoolchildren, representatives of the city's executive authorities and employees of the Main Department of Environmental Protection of the Sughd Region took part in the competition.

The event was held in the format of "Clean Games" - an international environmental movement aimed at collecting and sorting household waste. Participants competed, trying to collect as much garbage as possible in a limited time. In total, the teams collected over 400 kg of waste, significantly improving the environmental condition of the city.

The best teams were awarded with memorable prizes and diplomas. The event was fun and productive, demonstrating the importance of teamwork and caring for a clean environment.
The Clean Games movement, which began in St. Petersburg in 2014, has gained popularity around the world, and now Istiklol has joined the 633 participating cities. The event was organized by the Istiqlol Department of Environmental Protection together with the public organization Youth Group for the Protection of the Environment (YGPE).

These days, September 19-20, 2024, the 3rd Central Asian Conference on Air Quality and Dust Storm Control in the Context of Climate Change is being held in Almaty. The conference brings together experts and government representatives from Tajikistan, Kazakhstan, Kyrgyzstan, Uzbekistan and independent specialists to discuss current issues of air pollution and its impact on health and the environment.
The event covers important topics such as:
• modern technologies for monitoring air quality,
• the impact of pollution on public health,
• legislative and legal measures,
• regional cooperation to reduce transboundary air pollution.

The delegation of the Republic of Tajikistan is represented by the Committee for Environmental Protection under the Government of the Republic of Tajikistan, represented by the Head of the Department of State Control over the Use of Atmospheric Air - Abdukayum Kalandarzoda.
YGPE is a co-organizer of the conference as part of the AQCA regional network.
Following the conference, a document with recommendations will be prepared, which will become the basis for further actions to improve the quality of atmospheric air in the region.

In the first half of the forum, for the first time online, inspiring success stories were presented by already matured "Green Patrols" who were part of the movement more than 15 years ago and today are successful leaders in their professional fields. They live in different countries around the world and continue to actively promote the ideas of environmental conservation.

It was also fascinating to watch the presentation of the activities of the "Green Patrols" from Uzbekistan, who shared their practices and methods of work. As part of the forum, a quest was organized where participants engaged in various environmental activities such as assembling a rainwater filtration system, releasing fish from nets, cleaning polluted water using improvised items, composting, and assembling a drip irrigation system. These tasks helped the children deepen their knowledge in the field of environmental protection and gain practical skills in sustainable nature management.

One of the key results of the event was, of course, the joint creation of an environmental calendar for the 2024-2025 academic year, which will become an important tool for planning and organizing environmental events of the Green Patrols in schools. At the end of the forum, a solemn award ceremony was held, where teachers supervising the work of the Green Patrols received memorable gifts in recognition of their significant contribution to the environmental education of young people.

Particular attention was also paid to partners from Uzbekistan - the international organization Yuksalish, the NGO Taraqqiet, and the NGO Istiqbolli Avlod, which were noted for fruitful cooperation and active participation in environmental protection initiatives, providing important support to the activities of the Green Patrols in Uzbekistan.

The event was held within the framework of the implementation of the "National Water Resources Management Project in Tajikistan", financed by the Swiss Development Agency and implemented by the Helvetas and ACTED consortium. This was part of the "Comprehensive State Program for the Development of Environmental Education and Upbringing of the Population of the Republic of Tajikistan for 2021-2025". Other contributors included the Syrdarya Water Resources Management Zone, the UNDP Regional Office in the Sughd Region, the International Secretariat for Water, the OSCE Programme Office in Dushanbe, IWPR, and the public organization "Youth Group on Protection of Environment" with the assistance of the Main Department of Environmental Protection of the Sughd Region, the Regional Education Department, and the Center for Continuing Education.

A careful attitude towards river basins can prevent huge problems in our lives because almost everything depends on them: agriculture, fisheries, the economy of countries, the health of both people and all biodiversity, the healthy functioning of ecosystems, and much more. Cooperation of all stakeholders, especially the younger generation, is the key to preventing all these consequences, as well as raising awareness and involvement of young people in the Syrdarya River basin in integrated water resources management in the context of climate change.

The academy was organized with the aim of mitigating the effects of climate change by providing young professionals with a unique opportunity to develop innovative solutions through air quality monitoring. Participants studied the impact of air quality as a key factor of climate change, mastered modern monitoring methods, and gained knowledge for creating effective strategies for sustainable development.

The event was attended by 20 active young researchers, journalists, programmers, and eco-activists. They worked closely with experienced specialists, which contributed to the development of their professional skills in the field of environmental protection. The opening of the academy took place in a friendly atmosphere, where participants got to know each other and listened to introductory lectures on the importance of air quality monitoring in the context of climate change.

During these lectures, important questions were raised about the impact of air quality on human health and the ecosystem. In the following days, the participants delved deeper into air quality monitoring methods. They visited the hydrometeorological center of the Sughd region, where they received practical knowledge of current methods of analysis and data collection. This visit became an important part of their training, allowing them to see in practice how monitoring is carried out.

While working on their projects, participants actively generated ideas and presentations. Mentors provided valuable recommendations, helping everyone improve their developments. The final days of the academy were devoted to finalizing projects and presenting them. Teams presented their ideas, sharing knowledge and experience, which allowed them to prepare for further cooperation.

Winter Academy "Air" is a 5-day training camp dedicated to the topic of adaptation and measures to prevent climate change, monitoring air quality, as well as the impact of air pollution on climate and human health and measures to prevent it.

Participants of the academy are 20 specialists, young scientists and graduate students, media representatives, students and active youth, selected on a competitive basis. During the training, participants studied the impact of air quality as one of the key factors of climate change, familiarized themselves with modern monitoring methods, and received the necessary information and knowledge to develop effective sustainable development projects.

The Academy employs experienced workers - the chief specialist of the Main Department of Environmental Protection in the Sughd region Saidov Kh. M., the director of the regional meteorological center Khomitov A.Sh., teachers of the Tajik Mining and Metallurgical Institute of Tajikistan D. Khodjiboev and Khajiev S., the meeting of the Academy was also attended by Professor of Washington University in St. Louis, USA, Dr. Jay Turner, medical specialist Kyle Lowlor, as well as trainers and specialists of the public organization "Youth Group for Environmental Protection" / YGPE.

The Academy provided an excellent opportunity to acquire and improve theoretical and practical skills in the field of air quality monitoring, development of research papers, as well as development and improvement of special programs for collecting and analyzing air quality data.

The event was attended by representatives of the Main Department of Environmental Protection in the Sughd region, the public organization "Youth Group for Environmental Protection," the Aarhus Center in Khujand, lecturers from Khujand State University named after Academician B. Gafurov, the Tajik Polytechnic Institute, and the Technical University named after Academician M. Osimi, scientists, teachers, students, and members of the "Environmental Club" of the Tajik Mining and Metallurgical Institute.

Following the opening remarks by the Deputy Rector of the Tajik Mining and Metallurgical Institute, Candidate of Technical Sciences, Professor Nasriddinov Z.Z., the director of the State Unitary Enterprise "Tabiat" under the Committee for Environmental Protection under the Government of the Republic of Tajikistan, Karimov A., and the chief specialist of the Main Department of Environmental Protection in the region, Saidov Kh.M., delivered presentations and detailed information on the three main topics of the round table via online.

The chief specialist of the Main Department of Environmental Protection in the region, Saidov Kh.M., spoke about the progress of the implementation of the "State Comprehensive Program for the Development of Education and Environmental Awareness of the Population of the Republic of Tajikistan for 2021-2025" ¹ in 2024 and since the beginning of the program's implementation. A representative of the public organization, Usmonov D., spoke about the results of the activities of the public organization "Youth Group for Environmental Protection" in 2024 and plans for 2025, while Nazarova M.E., an assistant professor of the ecology department, shared her opinion on the activities of the "Environmental Club" of the Tajik Mining and Metallurgical Institute in 2024 and its plans for 2025.

According to the program, at the end of the round table, a question-and-answer session was held among the participants, and a representative of the Main Department provided specific answers to the participants' questions.

It is worth noting that this event was dedicated to the Year of Legal Education of the Population of the Republic.

One of the first significant events was the signing of a memorandum of cooperation between the Polytechnic Institute of the Tajik Technical University named after Academician M.S. Osimi and the Youth Group on Protection of Environment/ Aarhus Center in Khujand. The signing ceremony was attended by the institute director, Sadullozoda Shahriyor, and director of YGPE, Mamadov Ikromjon.

This memorandum opens up opportunities for the implementation of important initiatives aimed at improving the environment and developing scientific cooperation.

The main areas of work include:

- Conducting joint scientific research and exchanging expert experience in the field of ecology.

- Organizing educational and practical events to improve the environment.

Restoring ecosystems and monitoring the ecological state.

- Holding seminars, conferences, and campaigns on greening and improving the environment.

The parties agreed to collaborate to facilitate the implementation of the Comprehensive State Program for the Development of Environmental Education and Awareness of the Population of the Republic of Tajikistan for 2021–2025, along with other relevant national programs and strategies.

An important part of the agreement is the involvement of students and young people in environmental projects through research, information, education, and the introduction of modern technologies.

This step will become the basis for new initiatives in the field of ecology and will strengthen cooperation in creating a sustainable future!

Khujand State University named after Academician Bobojon Gafurov and the NGO Youth Group on Protection of Environment signed a memorandum of cooperation

February 12, 2025. The signing ceremony was attended by the Rector of the University, Doctor of Historical Sciences, Professor Usmonzoda Ayub Islom, and the Director of the public organization, Mamadov Ikromjon Akhmadalievich.

As with previous memorandums of cooperation signed by the NGO "Youth Group on Protection of Environment" with leading higher education institutions of the Sughd region, this agreement opens up additional opportunities for the implementation of important national initiatives aimed at improving the state of the environment, developing scientific cooperation, and contributing to improving the environmental education of the youth of the republic. The parties agreed to work together to facilitate the implementation of the "Comprehensive State Program for the Development of Environmental Education and Awareness of the Population of the Republic of Tajikistan for 2021-2025" in the Sughd region, where the YGPE is one of the main organizations responsible for implementing 15 points of activities aimed at increasing the environmental culture and awareness of the region's population.

It is envisaged that, within the framework of cooperation between the parties, special attention will be paid to strengthening cooperation with the Faculty of Geoecology and Tourism and the Center for the Study of Climate Change and Glaciers of Khujand State University named after B. Gafurov.

An important part of the agreement is the involvement of students and young people in environmental projects through research, information, education, and the introduction of modern technologies.
